These plots show tip speed at latch and deploy time for various damper settings for both the flight case and the 1g test. This model does not include any forces from the cables.

For damper settings above 30, the test and flight cases have a very soft catch. Below 30 the energy at latch diverges and the test doesn't provide a good indication of the situation expected in flight.

In theory the test deploy time provides a reasonable way to set the damping. Unfortunately a small amount of extra drag right near the latch point can affect the latch time or keep it from latching at all.

Decreasing the damping to get a guaranteed latch for the test may result in a damping that is too low for flight. Some means of making sure the cable forces the boom into the latch is needed.
