MINI-CONSORTIUM

Any group of two or more of consortium members can form a mini-consortium for purpose of doing studies comparing their sites, and they would have the exclusive right to use the data for that purpose.   An example would be a consortium of members from French language sites.  When this type of consortium is arranged, it modifies the agreement on rights to the data to limit my use of the data.  Although the agreement gives me permission to use the data from all sites for purpose of cross-national comparisons, when a mini-consortium is formed, that takes priority.   In this example, I would not have permission to compare French language countries and write a paper on the comparisons.  (However, I would have permission to include French language countries in a paper that includes more than just French language countries).
