1.How would you define “hate speech?”
"Hate speech" means communication that includes bad words, offensive words and risky materials.
2.Would you advocate placing limits on free expression (as most European countries do) in order to deal with the problems posed by hate speech? If so, how would you define those limits?
Yes I agree with the idea of placing limits on free expression. There would be some warnings, fines, even punishments depend on how serious the "hate speech" is.
3.Should we attempt to reach an international consensus on how to define hate speech and on the standards (if any) to be applied in dealing with it?
No, I don't think we should. Every country has their own tradition that people should respect that. Some words, in this country is normal, but in some other cultures, they have offensive meanings. It's responsible for humans to get adapted to it, not placing a standards which might somehow offend some other cultures.
4.Is censorship or filtering of hate group websites ever appropriate? If so, under what circumstances?
Yes, it is. In many circumstances, the Internet users have no idea of what they are entering until they see the "hate speech". Therefore, it is better to have like a warning or censorship to those materials.
5.Should creators of hate-oriented Web sites be held responsible for actions of people (such as the ‘lone wolves,’ people who commit crimes of hatred without specific instructions) who view those sites and then commit hate crimes?
Yes. People learn better by seeing. Like violent movies or video games, this kind of web sites, will create bad influence the the people watching it.
6.Would you advocate special restrictions on making hate-related material available to children via the Internet? (If so, what would you propose?)
Yes I would. This restriction should have the combination of both parents and government. Parents should prohibit their children to go to such that web sites, and the government should release regulation that prevent the entering of children and any other people underage to those websites.
7.Should there be any distinction between what is legal online and what is legal offline?
No. Illegal is illegal, not matter it is online or offline, it still cause influences.
8.Should the standards that apply to hate-related material be different from the standards that apply to other objectionable material such as pornography?
Yes, I think. Because I think the influence of 2 different materials is different, so there should be different standards.
