Hate and the Internet

1.How would you define “hate speech?”

Answer:- In my point of view, hate speech are provocative statements that are posted on the net. In some countries, there are no restrictions for hate speeches being posted on the Internet. However, there are countries that restricts hate speeches on the Internet.

2.Would you advocate placing limits on free expression (as most European countries do) in order to deal with the problems posed by hate speech? If so, how would you define those limits?

Answer:- Personally, I will advocate placing limits on free expression in order to deal with the problems posed by hate speech. This is because hate speeches may inflict conflicts to occur among different people. This may lead to chaotic events because victims of a hate speech may be affected mentally and physically. In serious case, hate speech may lead to death.

For example, there are cases where people actually commit suicide due to internet abuse. Personally, I strongly consider hate speech as a form of Internet abuse.

3.Should we attempt to reach an international consensus on how to define hate speech and on the standards (if any) to be applied in dealing with it?

Answer:- I think we should not attempt to reach an international consensus on how to define hate speech and on the standards to be applied in dealing with it? This is because different countries have different societies. The culture and the mentality of different societies all around the world varies. I sincerely think that societies in different countries will have different reactions towards hate speech.

4.Is censorship or filtering of hate group websites ever appropriate? If so, under what circumstances?

Answer:- I think censorship or filtering of hate group websites are appropriate. This is because hate speeches towards sensitive issues such as race, religion, nationality, gender and so on may trigger the occurrence of chaotic events. Therefore, I think that hate speeches towards sensitive issues MUST be banned.

5.Should creators of hate-oriented Web sites be held responsible for actions of people (such as the ‘lone wolves,’ people who commit crimes of hatred without specific instructions) who view those sites and then commit hate crimes?

Answer:- I sincerely think that creators of hate-oriented Web sites SHOULD be held responsible for actions of people who view those sites and then commit hate crimes. This is because they are the ones who cause various crimes to happen. They are the root of various problems that will bring all sorts of negative impacts to the society.

6.Would you advocate special restrictions on making hate-related material available to children via the Internet? (If so, what would you propose?)

Answer:- I will definitely advocate special restrictions on making hate-related material available to children via the Internet. This is because children are easily influenced by what they are exposed to. For example, we can filter and restrict hate related materials on the Internet if we find out that the user is not a adult.

7.Should there be any distinction between what is legal online and what is legal offline?

Answer:- I think distinction between what is legal online and what is legal offline should be present. This is because there is a significant difference between the virtual world and physical world.

8.Should the standards that apply to hate-related material be different from the standards that apply to other objectionable material such as pornography?

Answer:- I think standards that apply to hate-related material and the standards that apply to other objectionable material such as pornography should be determined individually. It depends on the severity of the issue. Therefore, no specific standards should be applied.
