Research Paper Abstract:
My paper focuses on the US Radio Allocation Spectrum and the debate surrounding the balance of entrepreneurial freedom and centralization. Using past examples of these two principles as applied to spectrum mangament, I seek to not only investigate the dynamic and contentious history of the US Allocation Spectrum but to relate those dynamics to US economic and governmental values as a whole. I focus on two distinct points of conflict, namely, the drastic spectrum reorganization of 1927 and the bandwidth shortage that has arisen with the introduction of cellular technology in the late 1980's.
