Hate and the Internet

well,comparied with "free speech",it occured some ethical issue which can be thought of "hate speech". In my opinion,someone who use anonymity to post on something bad to someone else,also when you view the websites,it has some illegal materials which you hated.
Aims to this issue, I think it should have relative limits to prevent it like we can not post something which will make more harm,the speech must base on ethic.
It is necesssary to define hate speech which should reach an international standard,because with international controland supervise,the hate speech can be well stablished.
We should think both sides of censorship and filtering,it is appropriate when someone prosecutes the governers who have a illegal behaviour or publish some unethical events which breach social principal.
However the creators of hate-oriented websites should be responsible for it.Because these materials deprive from them,and their IP can be tracked.Whether it is true or not,they put websites so they can be first considered.
When some post materials on websites, they should not post on pornography,violence,unnormal metality.
There is no distinction between online and offline.Because whether it is legal or not,it is no matter online or offline. The fact can not be changed.
I think there is no diffence between hate-related material and objectinable material,they all belong to same kind of problems.
