Assignment 6 : Hate and the Internet.
Discussion Question
- How would you define "hate speech"?
- Would you advocate placing limits on free expression (as most European countries do)
in order to deal with the problems posed by hate speech? If so, how would you define those limits?
- Should we attempt to reach an international consensus on how to define hate speech and
on the standards (if any) to be applied in dealing with it?
- Is censorship or filtering of hate group websites ever appropriate? If so, under what circumstances?
- Should creators of hate-oriented Web sites be held responsible for actions of people
(such as the 'lone wolves,' people who commit crimes of hatred without specific instructions)
who view those sites and then commit hate crimes?
- Would you advocate special restrictions on making hate-related material available
to children via the Internet? (If so, what would you propose?)
- Should there be any distinction between what is legal online and what is legal offline?
- Should the standards that apply to hate-related material be different from the standards
that apply to other objectionable material such as pornography?
Answer
- I would define "hate speech" as a negative opinion about race, religion, or gender.
- I would advocate placing limits on free expression. Many people could get hurt by hate speech.
I think we should limit hate speech that talks about crime or could bring about crime.
- We should attempt to reach an international consensus on hate speech. Hate speech could spread throughout the world quickly.
It might make problems between countries.
- Hate groups have to be censored or filtered under violent situations. Some hate groups could hurt innocent people with violent.
- Creators of hate-oriented Web sites should be held responsible for the actions of people. Web sites can spread easily, so it can bring
more criminal activities. It means crime can start from website creators.
- I would advocate special restrictions on making hate-related material unavailable to children via the Internet.
Children have a hard time deciding between right or wrong, so they could believe what hate speech says.
I think the goverment should establish a law that under 15 years old cannot enter the site.
- There is not a distinct line between online and offline. The Internet occupies major parts of a human's life,
so it is hard to distinct between online and offline.
- They have to be different because hate-related material can lead to crime. Therefore, I think the standards of hate-related material
should be stricter than pornography.
