Assignment 6: Hate and the Internet

How would you define hate speech?

Hate speech is against the law, and it means any speech, body language, writing and display which is forbidden.

Would you advocate placing limits on free expression (as most European countries do) in order to deal with the problems posed by hate speech? If so, how would you define those limits?

I think I would not advocate placing limits on free expression because everyone has the political right to free speech his or her opinions to others. Moreover, free expression is a good way to know others' feeling and what they are trying to say.

Should we attempt to reach an international consensus on how to define hate speech and on the standards (if any) to be applied in dealing with it?

No, I don't think we should attempt to reach an international consensus on the defination of hate speech because hate speech has different characters in different location, and these characters are always inflenced by local cultures. It's really hard to get a consensus on defination of hate speech which relates with many different cultures.

Is censorship or filtering of hate group websites ever appropriate? If so, under what circumstances?

well, I think censorship or filyering of hate group websites is good. However, I don't think people are able to identify which sites are good and which are not.

Should creators of hate-oriented Web sites be held responsible for actions of people (such as the lone wolves, people who commit crimes of hatred without specific instructions) who view those sites and then commit hate crimes?

No, I don't think creators of hate-oriented web sits have responsibilities for actions of people because they can not control what those people say on their websites.

Should there be any distinction between what is legal online and what is legal offline?

No, there should be no distinction between what is legal online and what is legal offline.

Should the standards that apply to hate-related material be different from the standards that apply to other objectionable material such as pornography?

I don't believe the standards should be different for hate-related material vs. objectionable material.
